I asked the seller & he went back & checked at the place where it was vinned. They said that as it's been vinned as a new vehicle it qualifies for 1 year wofs for the next 6 years.
I guess that's why it's got blinkers and all that, as he's vinned it as a new build rather than as per the year of the motor.

(if you get the lights/brakes exemption from the classic car club, & it's pre 79 or whatever the year is, you can then vin them as per that year & not have blinkers, & have drum brakes etc. but the car club has to agree on what the bike actually is & what year it is etc, before they give the exemption. probably wouldnt work for you if the bike is too far from original maybe?).

of course you can always just vin them (& cert if necessary) as the year it actually is but under today's rules, which then means e marked lights (& certed brakes if necessary). if you read the rules carefully you can cert the brakes yourself tho.

& of course if the bike is already road legal you can do what is classed as 'retro fitting' (bolt on) which doesn't need to be certed, just up to wof standard.

anyway im probably telling my grandma how to suck eggs, but I thought it might be useful info for some out there

yeah I guess like most of these things it can depend on the person or organization doing the vinning.

& not forgetting, since I was rambling on bout this, regarding certs:
there's grey areas that I don't think the various certifiers would agree on, and, also, within the area of 'retro-fitting', wof inspectors can allow quite a lot of scope, ie. changed guards, lights, seats, bars, pipes etc

so the upshot is, keep modifying Very Happy
