Lowering harley front end Empty

Hey
whats the best way to lower the front end about 1-2 inches so I can get the frame sitting more level with the ground
its a rigid 66 sportster but the previous owner has messed around with the front
is it easiest to cut the springs down and insert a spacer to get the preload back ??

I used an arlen ness lowering kit that had shorter dampers, lowered sporty 2". But yeah you can do the spacer way.
Progressive Suspension also do a lowering kit that has different height springs and spacer, but Im guessing you wanna DIY
